Can Handicaps be manually changed?

It is often written into the Club’s Sailing Instructions that it is the handicapper’s prerogative to change a handicap. 

This might be to correct a human error or to represent a significant change to the boat, i.e. Skipper, sail wardrobe, clean bottom, new rudder, for example.

If this is required, then the club can manually intervene with the assistance of SailSys.
