I need to change/update a document in compliance

So that the club can keep track of your boats (and all the others) compliance, once submitted, you can't make changes.

That way, the club has confidence that what they approve will not change. It was designed this way, in collaboration with clubs, to ensure that there is always a single and enduring source of truth for the series's compliance.

If you need to make a change, all you need to do is request that the club releases the submission back to you.

To do this, they effectively "reject" part or all of the submission, i.e. insurance.

You'll likely be notified when this is done, at which point you'll be able to edit or replace uploaded documents or change data you inputted before re-submitting.
